Shanghai Tops Global List as World’s Most Accessible Smart City in 2025

Millions of people across the globe are preparing for summer holidays, and the question of how easily cities can be navigated by people with disabilities has never been more pressing. Accessible travel is vital not only for those with mobility challenges but also for families and older travellers looking for destinations where infrastructure supports a smoother experience. New data now sheds light on which global smart cities are leading the way in accessibility.

The organisation behind the Smart City Expo World Congress has unveiled its Global Accessibility Index, drawing from the 2025 IMD Smart City Index to assess which cities offer the best experience for people with disabilities. The analysis considers factors such as adapted homes, tube stations, hotels, tourist attractions, and the availability of disability-friendly apps. Shanghai leads the list, showing how modern urban design can support inclusion and ease of movement for all.

Shanghai claims the top spot with a remarkable accessibility index score of 84.86 out of 100. Every tube station in the city is adapted for those with mobility needs, and visitors have access to 733 accessible tourist attractions. While the city offers 57 adapted hotels and properties, it is the breadth of public infrastructure that truly sets Shanghai apart, making it one of the easiest cities to explore for travellers seeking an accessible break.

Singapore comes in second with a score of 81.50. The city is known for its meticulous planning and inclusive approach to urban development. All of Singapore’s 185 tube stations are adapted, and visitors can explore 217 accessible tourist attractions. The city also provides financial support to residents for home adaptations, showing a commitment not only to visitors but to locals as well. The availability of apps such as Citymapper further enhances mobility for those needing additional guidance.

Wellington, the capital of New Zealand, takes third place with a score of 79.12. The city may be smaller, but it impresses with 100% of its tube stations adapted and a focus on accessibility across its hotels and attractions. With 35 adapted hotels and 38 accessible tourist sites, Wellington offers a friendly environment for visitors wanting to enjoy both city life and nearby natural beauty.

Munich is ranked fourth, with a score of 78.92. The German city combines rich cultural heritage with impressive accessibility. All 100 of its tube stations are adapted, and it offers 75 accessible hotels alongside 317 tourist attractions that can be enjoyed by all. This makes Munich an ideal destination for travellers keen to explore its architectural landmarks and vibrant city life.

Rounding out the top five is Amsterdam, with a score of 76.51. The Dutch capital stands out with 86 fully adapted tube stations and over half of its tourist attractions accessible. Visitors can enjoy the city’s famous canals, museums, and cafes with greater ease thanks to thoughtful urban planning and the support of local apps designed for those with disabilities.
