From the very beginning, Google has stood out on smartphones for its open Play Store, offering more freedom to users and developers alike. The contrast with Apple and its App Store has always been stark, but that could soon change.

According to Google’s latest plans, starting in September 2026, the company will introduce new restrictions on apps installed on Android. This major shift could significantly reduce the number of apps available to end users. So why is this happening?

All apps installed on certified Android devices will have to be tied to a registered developer. This is the biggest change Google will start enforcing in September 2026. What does that mean in practice? Apps will only be installable if their creator has completed a registration and verification process with Google.

In Europe, the new rules are expected to roll out in 2027. That gives Google time to test this updated framework in other regions first, so that everything is ready to deliver real benefits to end users.

Google has also responded to user criticism, stressing that this step does not mean the complete end of sideloading, ie installing apps from outside the Play Store. Going forward, it will still be possible to install apps from other sources, but their developers will also have to go through verification.

Based on the first details available, the registration process will require uploading contact information such as a phone number, address, and ID document. Developers will also have to accept the platform’s terms and conditions. Finally, there will be a $25 registration fee, which will not apply to non-commercial or hobby projects.

User security is being stepped up

Unsurprisingly, the main goal of this new rule is to boost user security. More and more often, scammers are distributing fake or modified apps that hide banking trojans or dangerous spyware.

Mandatory developer identity verification is meant to make it easier to track down the people behind potentially harmful apps. Today, a developer whose profile is blocked for fraud can create a new one in seconds and keep operating without real limits.

With identity verification, for example through official documents, it will no longer be possible to create disposable accounts with fake names and contact details. Google also says these new, uniform security standards will apply to all apps, no matter where they were installed from.
