Hacker group APT28 one of two groups identified by authorities

Germany has officially attributed two separate Russian cyber operations to malicious actors. The first, which targeted German aviation security in August 2024, was carried out by the hacker group APT28, also known as Fancy Bear. The second operation, called Storm 1516, was aimed at disrupting and destabilising Germany’s general elections in February.
The accusations were announced at a press conference where a spokesperson for the Foreign Ministry said that Germany would take countermeasures against Russia in cooperation with its European partners.
The measures are intended to hold Russia accountable for its hybrid warfare tactics. More specifically, Germany is expected to push at the European level for new individual sanctions against those involved in such actions.
The announcement comes amid heightened vigilance across Europe regarding Russia’s alleged activities, including espionage, drone surveillance and sabotage, cyber attacks and disinformation campaigns.
